It's a marked change from this time last winter when many farmers in the Upper Midwest were more worried about spring flooding, and it comes at a time when farmers are hoping to take advantage of what's expected to be another good year for crop prices.
Minnesota state Climatologist Greg Spoden said Friday that the warning to buy crop insurance was reasonable given that much of the region suffered through its driest autumn on record after the rain suddenly stopped in 2011.
"They're not being alarmist at all," he said.
But, there's also plenty of time for the skies to open up, rain and snow to fall and the soil to recover before spring planting, he said. The Climate Prediction Center at the National Weather Service says there's a greater-than-normal chance of precipitation in the eastern two-thirds of Minnesota and Iowa in March and a reasonable chance of normal precipitation across the Dakotas, Iowa, Minnesota and Wisconsin for March through May.
"I don't mean to imply that disaster is
imminent," Spoden said. "It just means it's prudent to start to prepare for that possibility."North Dakota Agriculture Commissioner Doug Goehring said many of his farmers couldn't even plant last spring because it was so wet, and the state still has plenty of moisture below the soil surface. If farmers can get their seed into the ground and get enough spring rain for it to germinate, the plants should be able to send roots down to the wet zone and produce a good crop.
"It certainly is up in the air, but there are so many other things to be worried about at this time," Goehring said. "This one here might translate into something of concern or nothing at all, but it is a good time if we're going to be experiencing a drought to experience it now."
Several farmers said they're not particularly worried yet, but they have been in touch with their insurance agents. The Upper Midwest regularly sees some of the country's highest participation in the federal crop insurance program anyway.

"I don't want it to stay this dry going into spring and summer," Schmidt said. "We need some rain, but if we don't get it 'till spring, that's fine with me."
Matt Schuiteman, who raises corn, soybeans, hogs and cattle near Sioux Center in northwestern Iowa, said he's hopeful because he's seeing signs the dry weather pattern will start to break up. In sickness and in health: Study documents the importance of supportive spouses in coping with work-related stress
ScienceDaily (Feb. 16, 2012) ? The growth of two-income families and increasing levels of job stress are two of the most significant work trends affecting American businesses and families in recent years. Having just one stressed-out spouse can harm couple's work and home lives -- but what about when it's both?
A new study conducted by Wayne Hochwarter, the Jim Moran Professor of Business Administration in the Florida State University College of Business, examines the role of support in households where daily stress is common to both spouses.
"Given that a lack of support from one's spouse represents a major cause of both divorce and career derailment, this research is needed to address issues that affect both home and work," Hochwarter said.
More than 400 working couples, in both blue- and white-collar occupations, participated in Hochwarter's research. Those who reported high levels of stress but strong spousal support -- as compared to stressed-out employees without such support -- experienced the following positive benefits:
? 50 percent higher rates of satisfaction with their marriage; ? 33 percent greater likelihood of having positive relationships with co-workers; ? 30 percent lower likelihood of experiencing guilt associated with home/family neglect; ? 30 percent lower likelihood of being critical of others (spouse, children) at home; ? 25 percent higher rates of concentration levels at work; ? 25 percent lower likelihood of experiencing fatigue at home after work; ? 25 percent higher rates of satisfaction with the amount of time spent with their children; ? 20 percent higher views that their careers were heading in the right direction; and ? 20 percent higher level of job satisfaction.
The number of employees who returned to the workplace even more agitated because they were unable to generate coping support at home is particularly distressing to Hochwarter.
"When you're still angry or upset from yesterday's stress, your workday will likely go in only one direction -- down," he said.
Further, Hochwarter identified key factors distinguishing favorable from unfavorable support.
"Some attempts to support your stressed-out spouse can backfire, actually making the situation much worse," he said.
Support that had a deep and far-reaching impact had several common characteristics, which included:
? Awareness of one's spouse's daily work demands (i.e., time pressures, lack of resources, deadlines, and supervisors). ? Not "forcing support." ? Understanding that communication lines are open regardless of the circumstances. ? Recognizing that distancing oneself from the family or lashing out is not a practical way to foster help. In fact, it tends to bring out the worst in others -- and even causes the supporting spouse to become distant and act out as well. ? Being able to bring one's spouse back to the middle -- up when down in the dumps and down when overly agitated. ? Not bombarding the family with complaints about minor workplace irritants. ? Not trying to "one-up" one's spouse in terms of who has had the worse day. ? Not being complacent -- continuing to work at it. ? Remaining rational and not automatically casting the spouse as the "bad guy." ? Not keeping a running tab on who is giving and who is getting.
"Most important, though, was the ability for a spouse to offer support on days when he or she needs it just as much," Hochwarter said. "In many cases, both return home from work stressed. Generating the mental and emotional resources needed to help when your own tank is empty is often difficult. Successful couples almost always kept a steady supply of support resources on reserve to be tapped on particularly demanding days."
According to one 47-year-old sales manager interviewed for the study, "I had a horrible day, and all I wanted was a home-cooked meal and some time to myself. Instead, I took my wife out to dinner and heard everything about her bad boss and how her co-workers weren't pulling their weight. By the end of the evening, we both felt at least a little bit better."
Hochwarter also noted that the men and women differed by gender in terms of what support behaviors worked best for them. In general, wives appreciated getting "cut some slack" in terms of household activities; feeling wanted; and receiving expressions of warmth and affection. The husbands, meanwhile, were more likely to respond positively to offers of assistance with errands and feeling appreciated and needed.
Both husbands and wives, however, were especially grateful for their spouse's help in getting time away from work and home hassles to simply rest and recharge their batteries.
"When stress enters any relationship, it has the potential to either bind people together or break them apart," Hochwarter said. "Findings strongly confirm this with respect to job tension. What also became obvious was the critical role of communication and trust among spouses; without them, you have a foundation best described as crumbling, even in the best of circumstances."
Affirming that is the view of one 54-year-old administrative assistant in the study. When questioned how job stress can affect a relationship, she responded, "Ask my ex-husband."
The study is being prepared for publication.

Syria: troops attack city of Hama as explosion hits major oil pipeline
Tanks deployed near the citadel of Hama were shelling the neighbourhoods of Faraya, Olailat, Bashoura and al-Hamidiya, and troops were advancing from the airport, opposition sources said.
An activist called Amer, speaking briefly by satellite phone, said that "landlines and mobile phone networks have been cut in the whole of Hama," a Sunni city notorious for the massacre of some 10,000 people when the present president's father Hafez sent in troops to crush an uprising there in 1982.
Activists said no casualty reports were available from Hama, Syria's fourth largest city, because of communications problems.
Assad's determination to crush the revolt, regardless of widespread condemnation of his use of force against civilians, prompted Arab countries led by Saudi Arabia to prepare a new resolution at the United Nations in support of a peace plan forged at a meeting in Cairo on Sunday.
A resolution passed at the meeting urged Arabs to "provide all kinds of political and material support" to the opposition.
This included arms transfers, Arab League diplomats told Reuters.
"We will back the opposition financially and diplomatically in the beginning but if the killing by the regime continues, civilians must be helped to protect themselves. The resolution gives Arab states all options to protect the Syrian people," an Arab ambassador said in Cairo.
The head of Egypt's influential seat of Sunni Islamic learning, al-Azhar, called on Tuesday for bold Arab action against the Syrian government, raising regional pressure on Assad, a member of the minority Alawite sect, an offshoot of Shi'ite Islam, that has dominated Syria for five decades.
The threat of military support was meant to add pressure on the Syrian leader and his Russian and Chinese allies but it also risks leading to a Libya-style conflict or sectarian civil war.
Russia and China on Feb 4 vetoed a Western-Arab UN Security Council resolution that backed an Arab League call for Assad to step aside as part of efforts to end the bloodshed.

The Krewe of Dionysus paused its parade on Front Street for the Carnival wedding proposal.
The groom-to-be, Matt Lewis, proposed to his girlfriend Robin Gaudet in front of the crowd and krewe.
Lewis said he wanted to do something unique and special for his bride to be.
Family and friends said they knew about the proposal but Gaudet said it was a huge surprise for her.
?I am totally surprised, I had no clue it was happening. Best Mardi Gras ever! Nothing will be able to top it,? she said. No wedding date was immediately set for the couple.
After pausing to acknowledge the special moment for the couple, the Krewe of Dionysus continued rolling through the streets.

Rick Santorum Plans Aggressive Strategy Against Mitt Romney
PORTLAND, Maine ? Rick Santorum is pursuing an aggressive strategy to challenge Mitt Romney in the state where the GOP presidential front-runner grew up.
Santorum said Sunday he could do "exceptionally well" in Michigan, the next state to host a presidential contest, along with Arizona, on Feb. 28, and where Romney's father was governor.
"We're going to spend a lot of time in Michigan and Arizona, and those are up next. And that's where we've really been focusing on," Santorum told ABC's "This Week." He suggested that a strong showing in those contests would make the presidential contest "a two-man race," dismissing current rivals Newt Gingrich and Ron Paul.
Santorum shrugged off his third-place finish Saturday in caucuses in Maine, where he didn't actively compete. He described Romney's recent criticism ? Romney is painting Santorum as a longtime Washington insider who pursued home-state projects ? as "desperate."
"You reach a point where desperate people do desperate things," said Santorum, a former representative and senator from Pennsylvania.
Romney captured Maine, state officials reported Saturday night, ending a three-state losing streak to Santorum. Santorum defeated Romney in Colorado, Minnesota and Missouri on Tuesday.
There won't be another election until Arizona and Michigan and the next debate is 10 days away.
That's an unusually long break in a rapid-fire Republican race that featured six contests in the last two weeks alone. Romney and his rivals now have 17 days to raise cash and bolster their organizations for what's shaping up to be a long slog to the Republican nomination and the right to face President Barack Obama in November.
As Santorum eyes Romney's home state, Romney turns his attention to extending the huge cash advantage he enjoys over his rivals.
He left Maine to attend a West coast fundraiser Saturday night and issued a written statement to mark his victory in the low-turnout contest.
"I'm heartened to have the support of so many good people in this great state," Romney said. "The voters of Maine have sent a clear message that it is past time to send an outsider to the White House."
He's expected to spend much of next week courting fundraisers, while sprinkling in a handful of campaign events. He'll be in Arizona Monday evening.
In Maine, Romney won just a plurality of the vote, suggesting he still has much work ahead to unite GOP voters behind his candidacy.
Former Alaska Gov. Sarah Palin, a prominent voice among some conservatives, said Romney has work to do to convince GOP voters he's moved beyond his "pretty moderate past ... even in some cases a liberal past."
"I am not convinced, and I do not think the majority of GOP and independent voters are convinced," Palin said on Fox News Sunday.
Romney has been focusing increasing attention on social issues in recent days, perhaps with that goal in mind. He has been particularly aggressive in criticizing Obama's recent decision regarding contraception.
On Friday, after three weeks of controversy that pitted the nation's Catholic bishops against the White House, Obama revised his policy. Instead of requiring employers to cover contraception, the policy would now require insurance companies to provide free birth control coverage in separate agreements with workers who want it.
White House chief of staff Jack Lew defended the decision Sunday, noting that there is longer room for compromise.
"This is our plan," he said on CNN's "State of the Union."
The focus on social issues plays well for Santorum, who has long been considered a staunch cultural conservative. Those credentials helped fuel his success last week.
But he wasn't a factor in Maine, where Romney narrowly defeated Paul, capturing 39 percent to Paul's 36 percent of the vote, according to state Republican chairman Charlie Webster. Santorum and Gingrich, who didn't actively campaign in Maine, won 18 percent and 6 percent respectively.
Coming off last week's success, Santorum saw a surge in donations ? reporting bringing in $3 million over the three days immediately after last week's hat trick ? but is unlikely to catch Romney in the money race.
Santorum reported just $279,000 in the bank at the end of December, compared with $19.9 million for Romney. Gingrich had $2.1 million, but is still carrying substantial debt, while Paul reported $1.9 million.
Romney's relative success in Maine ? combined with his victory in the presidential straw poll at the Conservative Political Action Committee conference in Washington hours earlier ? may help enhance his cash advantage, despite some lingering skepticism among some conservatives.
The Maine vote totals reflected about 84 percent of the state's precincts. The contests scheduled for the coming days ? including an entire county that postponed its caucuses because of a snow storm ? will not be counted, according Webster, the state GOP chairman.
"We're not going to even accept the ballots. No one's going to keep track of them," he said, noting that those were the rules established by the party.
Romney's campaign has demonstrated skill and flexibility in winning a big state like Florida and eking out a victory in a low-turnout contest like Maine, where organization and voter contact are essential. Out of Maine's 258,000 registered Republicans, nearly 5,600 cast ballots in the weeklong voting.
But questions about Romney's durability as his party's presumed front-runner persist. Fully 61 percent of Maine voters selected a candidate other than Romney in a state practically in his backyard. And Romney's showing was down considerably from 2008, when he won 51 percent of the vote.
Speaking to supporters in Portland, Paul expressed disappointment that only a portion of the state's caucuses had counted toward the total.

Question by Susan S: Teaching strategy help? (First Grade) Teachers only please!!!?
Please help me. I have a very difficult class this year, which is compounded by inept administration. I have four kids who have major behavioral issues, and the other kids ?feed? off of this. This class have been out of control for three years before this, and this year two Additional ?troubled? kids were added. My assistant and I are at our wit?s end. My administration feels that we should offer the children choices, basically making the class montessori. Choices such as: Where to sit, which assignment to do in which order, how to do assignments, etc. I don?t agree with this, but want to please my boss. So, I need ideas for offering choices that are least disruptive. My last question is I have several children that are completely belligerent to both the other kids, and even to the teachers. My assistant and I have never encountered this kind of belligerence before and are totally clueless as to how to deal with them. (Sending to office, guidance, and detention are not options.) My administrator favors the most beliigerent one, because his parents went to the same prestigious college as her.Please no silly answers. This is serious! Please help !
Thanks Yam and Rei. I agree with both of you. I see where choices can be given in some intances (which journal topic, for example) but I think what she is proposing will lead to (even more) chaos. Our school is very small, so I?m the only first grade teacher. My coworkers know my boss is insane, they don?t know what to tell me.

Wow, what a class! I feel for you. Firstly, I don?t think it is fair that the children can choose where to sit. One of the main strategies of dealing with a difficult class is having a seating plan in place. I think you can give the students choices in other ways and I?m sure your boss will be fine with that.
For example, if the class is splitting up into groups, students can raise their hands in order to say which group they would like to be in (giving them the choice) but you have to take control and pick say 5 kids or whatever to go to each group, and explain to the students that next time they can get to do that activity. If the students know that everyone will eventually ?have a turn?, they will respond ? it also teaches them common courtesy and patience.
The main idea is to make them THINK they are making decisions, while you?re still in control because that is your role as a teacher. You are there to guide them to make the right decisions. Plus, they?re in grade one for goodness sake! They can?t be free to do whatever they please! The place will be a zoo! Surely your school?s admin can see that.
Coming back to the seating issue, what you could do is divide the class up into groups or ?mini houses?. Say you could have the red, blue, yellow and green groups. These groups would be set for the year. I don?t know how your desks are set out, but if you have them in groups you could have the blue group at one table, red at another etc etc? but the kids can choose which seat they want to sit on at that table. This way they have the choice, and there is order seeing as you would spread the ?troublemakers? across the groups.
Okay with the belligerent children, I think the best way to deal with them is to form a sort of rewards system. The best way would be to initially try to connect with each of them and find what their interests are and use that to your advantage. You need to be firm with them and consistent with their punishments if they break the rules. I would recommend making a ?bullying? theme or something for a week and raise the awareness in the class. Make colourful posters with the children. Sit them down and make the class make up a list of 10 classroom rules or something and stick it up on the wall so the children can see. When someone breaks a rule, ask them ?What did you just do?? Make them tell you that they were in the wrong. Don?t tell them off. The last thing the naughty kids need is someone telling them what to do. They need to be aware that they made a mistake. After they have said what it was they did ask them ?What are the consequences for your actions?? Make them sit in the corner or something when it?s play time. It really works.
I?m a middle/high school teacher but I have done some work with primary/elementary. I have found wit hthe older kids it is great to make them sign a behaviour management contract and make them glue it in their books. I usually make up 10 rules. Rules that are positive so rather than ?Do not talk while someone else is talking? I would write ?I will be quiet and show respect while others are talking?. This promotes a positive attitude.
