On Wall St, few places to hide as jobs ax hovers

REUTERS - Wall Street bankers are bracing for another round of job cuts as a downturn in the global economy cuts into earnings from dealmaking, capital raising and lending.

Investors, consultants and analysts say that the big banks are just not bringing in the revenue needed to keep their workforces at current levels, especially given the cost of complying with new regulations.

The share prices of the big American banks, which are mostly trading below book value, tell the tale. And bank earnings for the second quarter, most of them to be reported next month, are expected to underscore the gloom. Many on Wall Street say pink slips are likely to follow.

"If things don't get better, then I would expect staffing levels to come down for sure," said Alan Johnson, chief executive of Wall Street compensation consulting firm Johnson Associates, who estimated that banks may cut another 5 percent of their workforce by year's end.

"When banks do that reassessment, it will go beyond just the short-term economics. They'll be asking, 'Where is the global economy going? And is there going to be a recovery, or more of a struggle than a recovery?'"

Johnson's estimate of 5 percent cuts would translate to about 40,000 layoffs in the United States, based on Labor Department data showing Wall Street employment at around 800,000.

Though no formal announcements have been made, signs are appearing that a culling has begun.

Goldman Sachs Group Inc let go several dozen employees in its securities division this week, including some managing directors, in response to weak market conditions, a source familiar with the matter said. Fewer than 50 people were cut across the globe, the source said.

Morgan Stanley is likely to lay off a "modest" number of employees in its investment banking and trading divisions, another source familiar with the matter said. That source said exact numbers had not yet been determined but that most of the cuts would occur in international divisions.

Both sources spoke on condition of anonymity. Goldman and Morgan Stanley declined to comment on the matter.

BLEAK SECOND QUARTER

As Europe lurches from one crisis to the next - on Tuesday, Spain said that it is shut out of credit markets - and economic growth slows in the United States, the banking business has become tough. Major developing economies such as Brazil, China and India have also been slowing, providing little relief.

Trading volumes are low and merger activity has fallen, while low interest rates are translating into lower profits on lending.

JPMorgan analyst Kian Abouhossein predicts a 32 percent decline in global banks' trading revenue from fixed income, currency and commodities during the second quarter, along with a 14 percent drop from equities trading and a 17 percent drop from investment banking.

So far this year, the global mergers and acquisitions market has fallen 26 percent from the same period in 2011, according to Thomson Reuters data. Similarly, year-to-date global equity issuance is down 31 percent and debt issuance has dropped 9 percent.

The IPO market is in no better shape. Well-publicized difficulties with Facebook Inc's $16 billion mega-IPO on May 18 have only further damped interest in bringing IPOs to market, as has the recent slide in stock markets globally. A series of IPOs have been pulled or delayed in Asia in the past two weeks.

Proceeds from initial public offerings are down 45 percent year-to-date to $52.9 billion from a year ago. And that is after the Facebook IPO, one of the biggest ever in the United States.

JMP Securities analyst David Trone, who downgraded Goldman, Morgan Stanley, JPMorgan Chase , Bank of America and CitigroupN> to "underperform" and cut estimates on May 21, said the banking sector offers no place to hide these days.

"It's just the perfect storm: You've got zero rates which are unheard of, squashing net interest margins like never before in history; the greatest regulation ever limiting fees, raising costs, demanding more capital; and then you've got a brewing economic disaster in Europe," said Trone.

"They're getting hit on all fronts, really. There's literally not one thing to be happy about."

He said he expects further job cuts in the "single digit" percent range by year-end.

Looking at profit per employee in the past few years will provide little comfort to bankers.

For example, six years ago, Goldman earned more than twice as much money as it did in 2011, on lower revenue, and its return on equity was six times as high. Goldman was able to generate those returns with 11,000 fewer employees.

"Many investors remind us that our 2011 revenues were more consistent with revenues that were generated six years ago, but our headcount is higher and our profitability is lower," Chief Financial Officer David Viniar said at an event in February. "That is factually correct."

Viniar said Goldman needs those additional employees for its expanded footprint around the world and its bigger client base. Yet compensation is the single biggest line-item cost for banks, apart from interest expense, and for that reason job cuts are the quickest and easiest way for Goldman and its competitors to boost profits when times are tough.

Skepticism about returns and valuations has been priced into bigger bank stocks for some time, with market values far below the stated value of assets on banks' balance sheets.

Bank of America's closing share price of $7.02 on Friday represented just 35 percent of stated book value of $19.83 per share as of March 31.

Citigroup and Morgan Stanley on Friday both closed at 41 percent of book value. JPMorgan closed at 67 percent of book value, while Goldman closed at 69 percent of that number. Of the six largest U.S. banks, Wells Fargo was the only one trading at a premium to book value, being 19 percent above it at $30.16.

Frank Braddock, a financial adviser at JHS Capital Advisors, which manages $3 billion of investor assets, is warning his clients against purchasing bank stocks even with that apparent discount.

"At the end of the day they have got to generate earnings from loans and sales, and that's just not happening," said Braddock. "For our clients, the risk in bank stocks is just too big right now. Yeah they're going to have to cut jobs, but how much can they afford to cut and how is that really going to help their profitability long-term? They can't cut their way to revenue growth."

Assad says foreigners plotting to destroy Syria

President Bashar al-Assad said Sunday that his government faces a foreign plot to destroy Syria, and blamed "monsters" for the Houla massacre, in a rare televised speech delivered in parliament.

Assad's accusations came as Arab leaders called on the United Nations to act to stop bloodshed in Syria and France raised the prospect of military action against Damascus under a UN mandate.

"The masks have fallen and the international role in the Syrian events is now obvious," Assad said in his first address to the assembly since a May 7 parliamentary election, adding the polls were the perfect response "to the criminal killers and those who finance them".

The embattled leader, who was greeted with warm applause from lawmakers, said actrocities like the May 25-26 massacre of at least 108 people near the town of Houla, in central Syria, were committed by "monsters".

"What happened in Houla and elsewhere (in Syria) are brutal massacres which even monsters would not have carried out," he said.

Assad, dressed in a smart suit and tie, also paid tribute to civilian and military "martyrs" of the violence in Syria, saying their blood was not shed in vain.

"We are not facing a political problem but a project to destroy the country," Assad said, adding there will be "no dialogue" with opposition groups which "seek foreign intervention."

"Syria is open to all Syrians regardless of their views, but terrorism can not be part of the political process and we must fight against terrorism to heal the nation," Assad said, dismissing the impact in Syria of uprisings sweeping the Arab world.

On Saturday, violence in Syria killed 89 people, including 57 soldiers, the largest number of casualties the military has suffered in a single day since an uprising began in March 2011, a watchdog said.

The casualties also included 29 civilians and three army defectors killed in various parts of the country in shelling by regime forces or in clashes or gunfire, said the Britain-based Syrian Observatory for Human Rights.

As Arab leaders called for UN action in Syria, France, which spearheaded an air assault against Moamer Kadhafi's forces last year, said it has not excluded military intervention in the country.

France "has not excluded military intervention" in Syria, but only under a United Nations mandate, Defence Minister Jean-Yves Le Drian said on Sunday.

Speaking in Singapore at an Asian security summit, the minister also urged Russia to drop its backing for Assad.

He said that "the Russians have to understand that the future of Syria is not to be considered" with Assad still in power.

"Until then we have to increase pressure, increase sanctions, mobilise public opinion and isolate (Assad) as much as possible -- and make those who still support him lose interest, and I'm thinking of Russia of course," Le Drian said.

On Friday, Russian President Vladimir Putin stood firm against growing pressure over Moscow's position on Syria, opposing foreign military intervention and raising doubts about the effectiveness of sanctions.

Washington and Moscow agreed on the need to work together on Syria, a US official said following a phone conversation between US Secretary of State Hillary Clinton and Russian Foreign Minister Sergei Lavrov.

"Her message to him was: 'We've got to start working together to help the Syrians with Syria's political transition strategy. And I want our people to work together on ideas in Moscow, Europe, in Washington, wherever we need to'."

At a ministerial meeting in the Qatari capital Doha, international peace envoy Kofi Annan warned: "The spectre of an all-out war with a worrying sectarian dimension grows by the day."

"The situation is complex and it takes everyone involved in the conflict to act responsibly if the violence is to stop. But the first responsibility lies in the Syrian government and President Assad," he said.

Earlier, the Arab League's ministerial committee on Syria had called on Annan, who met Assad earlier this week, to set a deadline for the terms of his peace initiative to be met.

"We request Mr Annan to set a time frame for his mission because it is unacceptable that massacres and bloodshed continue while the mission is ongoing indefinitely," Qatari Prime Minister Sheikh Hamad bin Jassim Al-Thani said.

"We demand the UN Security Council refer the six-point (Annan plan) to Chapter VII so that the international community could assume responsibilities," he added.

Chapter VII outlines action the Security Council might take, including military force, in response to threats to international peace, breaches of the peace and acts of aggression.

Tensions from Syria have also spilled across into neighbouring Lebanon, where clashes between pro- and anti-Damascus gunmen left 14 dead and 48 wounded over the weekend in the northern city of Tripoli, security officials said.

The Observatory says as many as 2,300 of the more than 13,400 people killed in Syria since the uprising erupted in March 2011 have died since the so-called ceasefire began on April 12.

Because of the worsening violence and Assad's failure to meet commitments under an agreed peace plan, the United States has warned that it may not agree to renew the UN observer mission when its mandate expires on July 20.
