GOP senators won't say if Obama plan is amnesty

WASHINGTON (AP) ? When it comes to President Barack Obama's new immigration policy, Senate Republicans are quite sure they don't like it. They just don't want to say if it amounts to amnesty, at least not yet, while they await guidance on the politically charged issue from presidential candidate Mitt Romney.

"If it leads to citizenship as a reward for some kind of illegal entry, I think it could be argued" to be amnesty, said Senate Republican leader Mitch McConnell, who normally is one of Obama's most plainspoken critics.

Sen. Saxby Chambliss of Georgia said the president's announcement last Friday could be called "amnesty light," if not the real thing.

"It all depends on how you define 'amnesty,' and I'm not going to get into that debate," added Arizona Sen. Jon Kyl, second-ranking party leader and another frequent critic of Obama.

"I wouldn't use the A-word to describe this. ... That's a word that gets used a lot," said Sen. John Cornyn. The Texas lawmaker is in charge of the party's efforts to win control of the Senate this fall and has seen internal divisions develop since Obama's announcement between his party's establishment and lawmakers and candidates more aligned with the tea party.

These days, at least, amnesty is most often used by Republicans wanting to accuse Democrats of being soft on illegal immigration, much of which involves Hispanics who make their way across the border from Mexico.

In his announcement, Obama said the government will no longer seek to deport illegal immigrants under the age of 30 who were brought to the United States before they turned 16 and have been in the country for at least five continuous years. They also must have no criminal history and either have graduated from a U.S. high school, have earned a GED diploma or certificate or have served in the military.

"Let's be clear, this is not amnesty, this is not immunity, this is not a path to citizenship, this is not a permanent fix," Obama said from the White House Rose Garden. "This is the right thing to do." Administration officials said about 800,000 individuals could be affected.

While the White House and Democrats in Congress say the president's action was modeled on the DREAM Act, that measure includes a path to citizenship, a critical political distinction.

Romney, who has vowed to veto the DREAM Act, has recently softened his rhetoric on immigration as he works to cut into Obama's support among Hispanic voters. So far, he has not said whether he supports or opposes what the president did.

McConnell and others said they want to hear what the former Massachusetts governor is going to say on the subject in a speech later this week. Romney is "the leader of our party" at least until the November election and perhaps well afterwards, McConnell said.

While they sidestepped the question of amnesty, McConnell and several other Republicans sent Obama a letter seeking an explanation of his authority to bypass Congress on the policy switch. The request, announced by Sen. Charles Grassley, R-Iowa, also asked precisely how the new policy would work, and whether federal funds will be used to implement it.

Whatever Romney says, Republicans aligned with the tea party are more outspoken than the party's establishment on the issue.

"This is amnesty," Sen. Jim DeMint of South Carolina, a favorite of tea party Republicans, said last week in a quick reaction to Obama's announcement.

"Congressman (Jeff) Flake and President Obama, advocates for amnesty," Wil Cardon alleged in one emailed statement, issued as part of his uphill battle for the GOP nomination to the Senate in Arizona.

Andrew Wilder, a campaign spokesman for Flake, said the congressman "does not support giving amnesty to illegal immigrants, and he never has."

Rep. Steve King, R-Iowa, one of the party's more outspoken lawmakers in the immigration issue, has announced he intends to file suit challenging Obama's authority to bypass Congress and change the policy on his own.

Also in the House, Rep. Ben Quayle, R-Ariz., has introduced legislation to block Obama from implementing his own policy. In some regards, his state serves as a microcosm of the broader debate inside the party.

In addition to Kyl's comments, Sen. John McCain, R-Ariz., told reporters during the day he neither wanted to "repeal it or not repeal" what Obama announced.

Like many other Republicans, McCain said Obama was now doing "something that he said he didn't have constitutional authority to do a year ago." Also like other members of his party, he said the president's announcement had complicated efforts to work out a comprehensive solution to a vexing problem.

House Speaker John Boehner told reporters that because the economy is so weak, Obama has "turned to the politics of envy and division, which I don't think the American people are going to accept."

Boehner said Obama's announcement "puts everyone in a difficult position," including young illegal immigrants who "from no fault of their own" are in the United States, as well as lawmakers seeking legislation to tackle more than just the problem of younger illegal immigrants brought to the United States as children.

Democrats have applauded Obama's announcement, many of them adding that he acted after Republicans refused to permit a more wide-ranging immigration measure advance in Congress.

Stocks climb; traders focused on Europe

Stocks opened higher Friday as optimism over possible coordinated action by major world central banks, if Sunday's Greek vote causes financial turmoil, was offset by a weak reading on domestic manufacturing.

Officials of the Group of 20 leading industrialized nations told Reuters that central banks of major economies would take steps to stabilize markets and prevent a credit squeeze, if necessary.

The news spurred sharp gains late in Thursday's session, and that rally looked to be extended. However, a gauge of manufacturing in New York state fell sharply in June, and while it still showed growth, it was the latest data pointing to a sluggish economy in the U.S.

Investors continued to watch developments in Europe ahead of the Sunday election in Greece, which investors fear may set the nation on a path to an exit from the euro zone. That possibility, along with questions about the effectiveness of a bank bailout plan in Spain, has spurred volatility in a thinly traded week, with the S&P 500 moving more than 1 percent for three of the past four days.

"A coordinated effort to stop a run on the bank is good news, but there's still a lot of uncertainty over the region, so it's possible the slight gains we're seeing now could run out of steam," said Kim Forrest, senior equity research analyst, Fort Pitt Capital Group in Pittsburgh.

In economic news, a report showed consumer sentiment fell in early June to a six-month low on worries about deterioration in the jobs market and Europe's festering debt crisis.

An afternoon rally on Thursday erased the S&P's losses for the week. The benchmark index is now up 0.3 percent on the week.

The Wall Street Journal reported late Thursday Microsoft Corp would buy business software company Yammer Inc for $1.2 billion, citing a person familiar with the matter.

Small 4.1 earthquarke rattles Southern California on Wednesday night

YORBA LINDA - Southern California was shaken by a small earthquake centered in Orange County on Wednesday night and felt as far east as Redlands and south to San Diego..

A preliminary report from the U.S. Geological Survey said the magnitude-4.1 quake struck at 8:17 p.m. Wednesday at a depth of about three miles.

It was centered eight miles northeast of Anaheim, where a red carpet premiere was under way for the new Cars Land attraction at Disney's California Adventure. Several attendees tweeted that they felt it.

People reported feeling the quake 75 miles south of the epicenter in Encinitas and 50 miles to the east in Redlands. Those who experienced it are describing it as a single quick, sharp jolt.

Police and fire departments in the area had not reported any injuries or serious damages.

Baby's genome deciphered prenatally from parents' lab tests

Scientists have successfully sequenced the genome of a baby in the womb without tapping its protective fluid sac. This non-invasive approach to obtaining the fetal genome is reported in the June 6 issue of Science Translational Medicine, a journal of the American Association for the Advancement of Science.

Maternal blood sampled at about 18 weeks into the pregnancy and a paternal saliva specimen contained enough information for the scientists to map the fetus' DNA. This method was later repeated for another expectant couple closer to the start of their pregnancy. The researchers checked the accuracy of their genetic predictions using umbilical cord blood collected at birth.

Jacob Kitzman and Matthew Snyder, working in the laboratory of Dr. Jay Shendure, associate professor of genome sciences at the University of Washington, led the study. Kitzman is a National Science Foundation Graduate Research Fellow.

Scientists have long known that a pregnant woman's blood plasma contains cell-free DNA from her developing fetus. Fetal DNA appears in the mother's plasma a few weeks after conception. It rises during gestation and normally vanishes after the baby arrives. While the concentration varies among individuals, about 10 percent of the cell-free DNA in a pregnant woman's blood plasma comes from her fetus.

Based on this phenomenon, other research labs are designing maternal blood tests for major aberrations in the fetus's genetic makeup. The tests are considered a safer substitute for the more invasive sampling of fluid from the uterus, a common procedure in obstetrical practice. These new tests search for just a few genetic disorders or specific congenital abnormalities. For example, a test targeted for Down syndrome would look for evidence of three copies of chromosome 21.

Kitzman explained what distinguishes his team's latest methods is the ability to assess many and more subtle variations in the fetus' genome, down to a minute, one-letter change in the DNA code.

"The improved resolution is like going from being able to see that two books are stuck together to being able to notice one word misspelled on a page," said Kitzman.

With technical advances as well as statistical modeling, the research group overcame several obstacles that had stymied previous efforts to determine fetal genomes. With a preponderance of maternal rather than fetal DNA in plasma samples, a major problem was figuring out which genetic variants had passed from mother to child. The scientists applied a recently developed technique to resolve the mother's haplotypes, which are groups of genetic variations residing on the same chromosome. From these groupings, the researchers could pick out the parts of the baby's genetic material inherited from each parent with over 98 percent accuracy.

"It was rewarding to apply biostatistics to help solve this problem," said Snyder, who came to genome sciences from the fields of statistics and economics.

Still, he added, there is more work to be done to improve this technique. The researchers pointed to the need for a more robust, scalable, overarching protocol, as well as ways to lower costs and automate and standardize parts of the process.

A child can have genetic variations not shared with either parent. These brand new or de novo mutations can occur during egg or sperm formation or at or near conception. Because de novo mutations underpin a substantial proportion of dominant genetic disorders, searching for them is critical to comprehensive prenatal genetic diagnosis. The researchers showed that ultra-deep sequencing, computational biology and statistics could locate de novo mutations genome-wide in the growing fetus. They discovered 39 of the baby's 44 de novo mutations while it was a fetus.

The results suggest that a more refined, less costly version of their approach might make prenatal genetic screening vastly more comprehensive. Although technical and analytical difficulties currently exist, the researchers anticipate removal of these hindrances.

"This work opens up the possibility that we will be able to scan the whole genome of the fetus for more than 3,000 single-gene disorders through a single, non-invasive test," said Shendure. Although each specific disorder is rare, in aggregate single-gene diseases, also called Mendelian disorders because of their mode of inheritance, affect about one percent of newborns. The serious nature of these diseases often calls for specialized medical attention.

Shendure mentioned recent advances in detection of de novo mutations which have underscored the important role they play in disorders with more complex origins. These include, but are not limited to, some cases of autism, epilepsy, schizophrenia, or intellectual impairments. However, using genome sequencing to predict and communicate risk to patients would be hard in a clinical setting, due to limited knowledge about multi-gene diseases and their many contributing factors beyond genetics.

"The capacity of genomics to generate data is outstripping our ability to interpret it in ways that are useful to physicians and patients," said Shendure, who is an M.D. /Ph.D medical scientist. "Although the non-invasive prediction of a fetal genome is now technically feasible, its interpretation ? even for single-gene Mendelian disorders -- will remain an enormous challenge."

Microbial communities shifted dramatically after Deepwater Horizon spill

Communities of microbial organisms -- species such as nematodes, protists and fungi -- on beaches along the Gulf of Mexico changed significantly following the Deepwater Horizon oil spill in April 2010, research from the University of New Hampshire's Hubbard Center for Genome Studies (HCGS) and partners found. The findings, which analyzed marine sediments from five Gulf Coast sites prior to and several months following shoreline oiling, are published in the June 6, 2012, issue of the journal PLoS ONE.

The researchers sampled sites around Dauphin Island, Ala., and Grand Isle, La., just after the Deepwater Horizon spill began but before oil reached the shore, then again several months later, in September 2010.

"In that short time period, we saw a drastic change in the microbial community," says lead author Holly Bik, a postdoctoral researcher at UNH's HCGS when the research was conducted, now at the Genome Center at the University of California, Davis. "We were shocked at how drastic the change was, pre- and post-spill."

Bik and senior author W. Kelley Thomas, director of the HCGS, as well as collaborators from Auburn University and the University of Texas, San Antonio, found that the communities of microbial eukaryotes (organisms not visible to the naked eye whose cells contain nuclei) in the sediments shifted dramatically from highly diverse communities dominated by nematodes ? "what you would expect on a beach," says Bik -- to an almost exclusively fungal community.

What's more, those post-spill fungi seem to have an appetite for oil. "The fungal taxa that were there were previously associated with hydrocarbons," Bik says, noting that the group of fungi sampled post-spill from the Grand Isle sites are suspected to utilize hydrocarbons and thrive in hostile, polluted conditions that appear to be intolerable for other marine fungi.

The researchers used two parallel methodologies ? high-throughput gene sequencing to sort the organisms into "piles" by their DNA, and an under-the-microscope taxonomic approach -- to evaluate the communities pre- and post-spill. In the taxonomic data examining nematodes, researchers found that the post-spill samples were dominated by more predatory and scavenger nematodes as well as juveniles, suggesting.

While nematodes and fungi are hardly charismatic and are unlikely to turn up on the dinner table, these little-understood yet abundant organisms are nonetheless important. "They underpin the entire ecosystem," Bik says. "If you knock out the base of the food pyramid, you're not going to have food higher up in the food chain." Further, they are also important for nutrient cycling and sediment stability.

The researchers' findings also point to the possibility of lingering but hidden effects of the spill, which is the largest accidental marine oil spill in the history of the petroleum industry.

"If you turned up at the beach in September and looked around, you would have had no idea there was an oil spill," Bik says. "Yet our data suggest considerable hidden initial impacts across shallow Gulf sediments that may be ongoing." Ongoing research and sampling will aim to determine whether fungi are thriving and persisting long-term and whether the shift in communities is an ephemeral, seasonal or a more permanent phenomenon.

The use of high-throughput sequencing approaches to characterize changes in microscopic eukaryote communities is a cutting-edge technique for tracking environmental disturbance. "The development of these genomic tools provides a detailed understanding of the biological consequences of such environmental disasters and is the first step toward mindful approaches for mitigation and remediation of this oil spill and those we will face in the future," says Thomas, who is the Hubbard Professor of Genomics at UNH.

Nothing Happens In Your Business Until Somebody Sells Something!

As strange as it may seem many small business owners are afraid of sales and don't do it well. In my work with the Ohio SBDC I see it all the time. People come into our office looking for help getting financing, wanting to know what papers to fill out to start their business, or wanting help marketing but very few want help with sales. Most entrepreneurs are passionate about their product or service but don't think of themselves as sales people. Their perception of sales is skewed. They confuse professional sales with "Product Pushing". Sales is about providing value. If you have a product or service that you know will provide value to people it is your responsibility to put it in their hands. There are only two ways to accomplish this, either give it to them or sell it to them. As it relates to the health of your business selling it is the preferred option. On Wall St, few places to hide as jobs ax hovers

REUTERS - Wall Street bankers are bracing for another round of job cuts as a downturn in the global economy cuts into earnings from dealmaking, capital raising and lending.

Investors, consultants and analysts say that the big banks are just not bringing in the revenue needed to keep their workforces at current levels, especially given the cost of complying with new regulations.

The share prices of the big American banks, which are mostly trading below book value, tell the tale. And bank earnings for the second quarter, most of them to be reported next month, are expected to underscore the gloom. Many on Wall Street say pink slips are likely to follow.

"If things don't get better, then I would expect staffing levels to come down for sure," said Alan Johnson, chief executive of Wall Street compensation consulting firm Johnson Associates, who estimated that banks may cut another 5 percent of their workforce by year's end.

"When banks do that reassessment, it will go beyond just the short-term economics. They'll be asking, 'Where is the global economy going? And is there going to be a recovery, or more of a struggle than a recovery?'"

Johnson's estimate of 5 percent cuts would translate to about 40,000 layoffs in the United States, based on Labor Department data showing Wall Street employment at around 800,000.

Though no formal announcements have been made, signs are appearing that a culling has begun.

Goldman Sachs Group Inc let go several dozen employees in its securities division this week, including some managing directors, in response to weak market conditions, a source familiar with the matter said. Fewer than 50 people were cut across the globe, the source said.

Morgan Stanley is likely to lay off a "modest" number of employees in its investment banking and trading divisions, another source familiar with the matter said. That source said exact numbers had not yet been determined but that most of the cuts would occur in international divisions.

Both sources spoke on condition of anonymity. Goldman and Morgan Stanley declined to comment on the matter.

BLEAK SECOND QUARTER

As Europe lurches from one crisis to the next - on Tuesday, Spain said that it is shut out of credit markets - and economic growth slows in the United States, the banking business has become tough. Major developing economies such as Brazil, China and India have also been slowing, providing little relief.

Trading volumes are low and merger activity has fallen, while low interest rates are translating into lower profits on lending.

JPMorgan analyst Kian Abouhossein predicts a 32 percent decline in global banks' trading revenue from fixed income, currency and commodities during the second quarter, along with a 14 percent drop from equities trading and a 17 percent drop from investment banking.

So far this year, the global mergers and acquisitions market has fallen 26 percent from the same period in 2011, according to Thomson Reuters data. Similarly, year-to-date global equity issuance is down 31 percent and debt issuance has dropped 9 percent.

The IPO market is in no better shape. Well-publicized difficulties with Facebook Inc's $16 billion mega-IPO on May 18 have only further damped interest in bringing IPOs to market, as has the recent slide in stock markets globally. A series of IPOs have been pulled or delayed in Asia in the past two weeks.

Proceeds from initial public offerings are down 45 percent year-to-date to $52.9 billion from a year ago. And that is after the Facebook IPO, one of the biggest ever in the United States.

JMP Securities analyst David Trone, who downgraded Goldman, Morgan Stanley, JPMorgan Chase , Bank of America and CitigroupN> to "underperform" and cut estimates on May 21, said the banking sector offers no place to hide these days.

"It's just the perfect storm: You've got zero rates which are unheard of, squashing net interest margins like never before in history; the greatest regulation ever limiting fees, raising costs, demanding more capital; and then you've got a brewing economic disaster in Europe," said Trone.

"They're getting hit on all fronts, really. There's literally not one thing to be happy about."

He said he expects further job cuts in the "single digit" percent range by year-end.

Looking at profit per employee in the past few years will provide little comfort to bankers.

For example, six years ago, Goldman earned more than twice as much money as it did in 2011, on lower revenue, and its return on equity was six times as high. Goldman was able to generate those returns with 11,000 fewer employees.

"Many investors remind us that our 2011 revenues were more consistent with revenues that were generated six years ago, but our headcount is higher and our profitability is lower," Chief Financial Officer David Viniar said at an event in February. "That is factually correct."

Viniar said Goldman needs those additional employees for its expanded footprint around the world and its bigger client base. Yet compensation is the single biggest line-item cost for banks, apart from interest expense, and for that reason job cuts are the quickest and easiest way for Goldman and its competitors to boost profits when times are tough.

Skepticism about returns and valuations has been priced into bigger bank stocks for some time, with market values far below the stated value of assets on banks' balance sheets.

Bank of America's closing share price of $7.02 on Friday represented just 35 percent of stated book value of $19.83 per share as of March 31.

Citigroup and Morgan Stanley on Friday both closed at 41 percent of book value. JPMorgan closed at 67 percent of book value, while Goldman closed at 69 percent of that number. Of the six largest U.S. banks, Wells Fargo was the only one trading at a premium to book value, being 19 percent above it at $30.16.

Frank Braddock, a financial adviser at JHS Capital Advisors, which manages $3 billion of investor assets, is warning his clients against purchasing bank stocks even with that apparent discount.

"At the end of the day they have got to generate earnings from loans and sales, and that's just not happening," said Braddock. "For our clients, the risk in bank stocks is just too big right now. Yeah they're going to have to cut jobs, but how much can they afford to cut and how is that really going to help their profitability long-term? They can't cut their way to revenue growth."

Assad says foreigners plotting to destroy Syria

President Bashar al-Assad said Sunday that his government faces a foreign plot to destroy Syria, and blamed "monsters" for the Houla massacre, in a rare televised speech delivered in parliament.

Assad's accusations came as Arab leaders called on the United Nations to act to stop bloodshed in Syria and France raised the prospect of military action against Damascus under a UN mandate.

"The masks have fallen and the international role in the Syrian events is now obvious," Assad said in his first address to the assembly since a May 7 parliamentary election, adding the polls were the perfect response "to the criminal killers and those who finance them".

The embattled leader, who was greeted with warm applause from lawmakers, said actrocities like the May 25-26 massacre of at least 108 people near the town of Houla, in central Syria, were committed by "monsters".

"What happened in Houla and elsewhere (in Syria) are brutal massacres which even monsters would not have carried out," he said.

Assad, dressed in a smart suit and tie, also paid tribute to civilian and military "martyrs" of the violence in Syria, saying their blood was not shed in vain.

"We are not facing a political problem but a project to destroy the country," Assad said, adding there will be "no dialogue" with opposition groups which "seek foreign intervention."

"Syria is open to all Syrians regardless of their views, but terrorism can not be part of the political process and we must fight against terrorism to heal the nation," Assad said, dismissing the impact in Syria of uprisings sweeping the Arab world.

On Saturday, violence in Syria killed 89 people, including 57 soldiers, the largest number of casualties the military has suffered in a single day since an uprising began in March 2011, a watchdog said.

The casualties also included 29 civilians and three army defectors killed in various parts of the country in shelling by regime forces or in clashes or gunfire, said the Britain-based Syrian Observatory for Human Rights.

As Arab leaders called for UN action in Syria, France, which spearheaded an air assault against Moamer Kadhafi's forces last year, said it has not excluded military intervention in the country.

France "has not excluded military intervention" in Syria, but only under a United Nations mandate, Defence Minister Jean-Yves Le Drian said on Sunday.

Speaking in Singapore at an Asian security summit, the minister also urged Russia to drop its backing for Assad.

He said that "the Russians have to understand that the future of Syria is not to be considered" with Assad still in power.

"Until then we have to increase pressure, increase sanctions, mobilise public opinion and isolate (Assad) as much as possible -- and make those who still support him lose interest, and I'm thinking of Russia of course," Le Drian said.

On Friday, Russian President Vladimir Putin stood firm against growing pressure over Moscow's position on Syria, opposing foreign military intervention and raising doubts about the effectiveness of sanctions.

Washington and Moscow agreed on the need to work together on Syria, a US official said following a phone conversation between US Secretary of State Hillary Clinton and Russian Foreign Minister Sergei Lavrov.

"Her message to him was: 'We've got to start working together to help the Syrians with Syria's political transition strategy. And I want our people to work together on ideas in Moscow, Europe, in Washington, wherever we need to'."

At a ministerial meeting in the Qatari capital Doha, international peace envoy Kofi Annan warned: "The spectre of an all-out war with a worrying sectarian dimension grows by the day."

"The situation is complex and it takes everyone involved in the conflict to act responsibly if the violence is to stop. But the first responsibility lies in the Syrian government and President Assad," he said.

Earlier, the Arab League's ministerial committee on Syria had called on Annan, who met Assad earlier this week, to set a deadline for the terms of his peace initiative to be met.

"We request Mr Annan to set a time frame for his mission because it is unacceptable that massacres and bloodshed continue while the mission is ongoing indefinitely," Qatari Prime Minister Sheikh Hamad bin Jassim Al-Thani said.

"We demand the UN Security Council refer the six-point (Annan plan) to Chapter VII so that the international community could assume responsibilities," he added.

Chapter VII outlines action the Security Council might take, including military force, in response to threats to international peace, breaches of the peace and acts of aggression.

Tensions from Syria have also spilled across into neighbouring Lebanon, where clashes between pro- and anti-Damascus gunmen left 14 dead and 48 wounded over the weekend in the northern city of Tripoli, security officials said.

The Observatory says as many as 2,300 of the more than 13,400 people killed in Syria since the uprising erupted in March 2011 have died since the so-called ceasefire began on April 12.

Because of the worsening violence and Assad's failure to meet commitments under an agreed peace plan, the United States has warned that it may not agree to renew the UN observer mission when its mandate expires on July 20.
