Jobless claims fall, manufacturing holds up

WASHINGTON/NEW YORK (Reuters) - Economic growth showed signs of becoming more self-sustaining as the number of Americans claiming new jobless benefits fell back to a four-year low last week and manufacturing activity in the Northeast picked up this month.

But the impact of higher oil prices also was starting to be seen in data on Thursday. Producer prices racked up their biggest increase in five months in February, while manufacturers in New York state reported a surge in input costs in March.

The recent gains in oil and gasoline prices have raised concerns the higher costs could start to squeeze businesses and consumers and put a dent in the recovery.

Still, producer prices last month did not rise as much as economists had expected, and underlying inflation pressures were contained.

Thursday's initial claims data for state unemployment benefits was further evidence of an improving labor market after the jobless rate held at a three-year low of 8.3 percent in February.

"This suggests that the recovery is firmly on track," said Scott Brown, chief economist at Raymond James in St. Petersburg, Florida.

The Federal Reserve earlier this week acknowledged the recent improvement in the labor market, but remained concerned with the still-high unemployment rate. The central bank also reiterated its expectation it will keep interest rates at ultra-low levels through late-2014 as part of its efforts to support the economy.

Initial claims dropped 14,000 to a seasonally adjusted 351,000 last week, the Labor Department said, taking claims back to a four-year low reached in February.

The four-week moving average for new jobless claims, considered a better measure of labor market trends, was unchanged at 355,750.

The firming tone in the job market was reinforced by the manufacturing surveys, which showed factories increased employment this month.

The New York Federal Reserve said its Empire State general business conditions index rose to 20.21 - its highest level since June 2010 - from 19.53 in February.

But the components were more mixed, with new orders easing and prices paid racking up their biggest monthly jump in 6-1/2 years.

That was in contrast to a report on factory activity in the mid-Atlantic region, where prices paid rose more slowly in March than in February. The Philadelphia Federal Reserve Bank's business activity index showed manufacturing also continued to grow in the region, rising to 12.5 from 10.2.

HOPEFUL SIGNS ON JOBS

Thursday's reports were the latest to imply the economy was holding its own, even though the pace of growth was expected to slow this quarter from the fourth quarter's 3 percent annualized clip.

The data helped Wall Street push higher in early afternoon trading, sending the S&P 500 over the 1,400 level for the first time in four years.

Economists are trying to determine how much an unusually warm winter has contributed to the recent string of positive data. Signs of a lull in the spring would suggest activity was not as strong as it looked and was simply pushed earlier into the year.

"We think the spring is an important test for not only jobs data, but for a wide variety of economic indicators," Dana Saporta, director of U.S. economics at Credit Suisse, wrote in a note.

"If we don't get a softer run of numbers for a few months, it would tell us that the economy is on much stronger ground, and the odds of (quantitative easing) or any other Fed stimulus would decline significantly."

First-time applications for jobless benefits have been tucked in a tight range since mid-February, a hopeful sign for the labor market, which has enjoyed three straight months of employment gains above 200,000.

In a second report, the Labor Department said its seasonally adjusted producer price index increased 0.4 percent last month, quickening from January's 0.1 percent gain, though shy of expectations for a 0.5 percent gain.

Wholesale prices excluding volatile food and energy costs rose 0.2 percent, moderating from January's 0.4 percent increase. While that was in line with economists' expectations, it was the third consecutive month of increases in core PPI.

Overall producer prices were lifted by a 1.3 percent increase in energy prices after a 0.5 percent drop in January. Food prices dipped 0.1 percent after falling 0.3 percent the prior month.

The Fed said on Tuesday the recent steep run-up in oil and gasoline prices would push inflation up only temporarily.

Reports on the housing market offered signals the backlog of foreclosures was starting to move, albeit at a slow pace.

Data from RealtyTrac showed the number of Americans receiving delinquency notices on their homes rose 1 percent in February from a month earlier, but overall foreclosure filings, which include default notices, scheduled auctions and bank repossessions, dropped 2 percent.

A separate report from CoreLogic showed more foreclosures were finished in January than the month before, but the amount was still short of levels seen a year ago.

The pipeline of foreclosures, which have been held up as banks sorted out legal problems with loan documentation, is one of the major challenges facing the housing market. Clearing this inventory could put further downward pressure on home prices, but eventually lay the ground for a healthier market.

Annan urges U.N. Security Council to break Syria deadlock

UNITED NATIONS (Reuters) - The U.N.-Arab League envoy on the Syrian crisis, Kofi Annan, urged the Security Council to overcome its deadlock and unify to support his efforts to end the violence that has brought Syria to the brink of civil war, U.N. diplomats said on Friday.

Addressing a closed-door meeting of the 15-nation council via video link, Annan said the tougher their message in support of his efforts to negotiate a ceasefire, the greater his chances of ending the fighting, council diplomats told Reuters on condition of anonymity.

"The stronger and more unified your message, the better chance we have of shifting the dynamics of the conflict," an envoy said, summarizing Annan's remarks.

Annan suggested that Damascus' response to his six-point peace proposal has been disappointing so far, but his team is still talking with the Syrian government, the diplomat said.

Annan is pushing for a ceasefire, the deployment of monitors and political dialogue between the government and opposition.

Annan also said in his message that unified pressure from the Security Council on Syria has succeeded in the past, such as when it pressed Damascus to withdraw forces from neighboring Lebanon, envoys said. That withdrawal was completed in 2005.

Russia and China have twice vetoed Security Council resolutions condemning the government of Syrian President Bashar al-Assad for his year-long attempts to crush a pro-democracy rebellion. The United Nations says Assad's assault on protesters has killed more than 8,000 civilians.

Negotiations on a third draft resolution - this time written by the United States and calling for a ceasefire and humanitarian access for aid agencies - have stalled over disagreements about who in Syria should be the first to stop fighting and who is to blame for the conflict.

Speaking to reporters in Geneva after the briefing, Annan said: "I hope pretty soon that you will be hearing one voice from the council."

Syria's U.N. ambassador, Bashar Ja'afari, told reporters a technical team from Annan's office would arrive in Damascus on Sunday. Annan's spokesman, Ahmad Fawzi, said they would discuss the idea of deploying international monitors.

"Wait until Sunday and you will have good news," he said, adding that a "comprehensive political process" was under way.

UNITED MESSAGE

British U.N. Ambassador Mark Lyall Grant, president of the Security Council this month, told reporters that "all members of the Security Council pledged their full support (for Annan) and agreed that a united message from the Security Council would help his mission."

He added that consultations on a draft resolution continued. These discussions include the permanent veto-wielding council members - Britain, China, France, Russia and the United States as well as Morocco, the sole Arab member.

"Mr Annan did say that he would welcome a firm and united statement by the Security Council for his mission and certainly consultations are beginning on what form that might take," said Lyall Grant.

Asked if Annan's briefing improved prospects for ending the council's deadlock on Syria, U.S. Ambassador Susan Rice told reporters: "I think it's way too soon to know."

So far there have been no signs that the impasse will end. Assad insists the Syrian opposition must stop fighting first, while the United States, Gulf Arabs and Europeans have demanded that Assad and his much stronger forces must make the first move. Russia wants both sides to stop shooting simultaneously.

Russia also wants both sides to share equal blame for the conflict, a position Western and Arab nations reject.

Russia and China have said they believe Western and Gulf Arab countries are seeking Libya-style regime change in Syria, which they oppose. Damascus has close ties to Moscow and hosts Russia's only warm-water naval port outside the former Soviet Union.

Annan and U.N. envoys have been reluctant to publicly discuss his peace proposals and Syria's response to them.

One diplomat said this week that Assad's government had put two more conditions on a ceasefire in addition to the opposition taking the first step: foreign countries must stop arming and funding the rebels. Syria has accused Saudi Arabia and Qatar of backing the opposition.

If the opposition lays down its arms, Assad has promised them an amnesty, the diplomat said.

Feds to halt Texas Women's Health Program funding

AUSTIN, Texas (AP) ? The federal government on Thursday began making good on its promise to cut off all funding for the Texas Medicaid Women's Health Program amid an escalating fight over the state's ban on funding for clinics affiliated with abortion providers.

In a letter to state officials, Cindy Mann, director of the federal Centers for Medicare and Medicaid Services, said her agency regretted the move.

"We had hoped not to be at this point. But, unfortunately, as we've made clear to the state at all points in this process, we don't have a choice," Mann said on a conference call with reporters after sending the letter.

"Medicaid law is clear," she said. "Patients, not state government officials, are able to choose the doctor and health care providers that are best for them and their family."

The standoff stems from a law passed by the Legislature last summer and took effect Wednesday. It bars state funding for clinics affiliated with abortion providers. The Obama administration had pledged to stop funding the Women's Health Program because federal law requires women to be able to choose any qualified clinic.

Gov. Rick Perry counters that states have the right, under federal law, to determine qualified providers in the program.

The program provides care to about 130,000 women between the ages of 18 and 44 earning less than $20,000 a year or less than $41,000 for a family of four ? with federal funds paying 90 percent of its cost and Texas covering the rest. Mann said that last year it cost about $41 million, and about $34 million of that came from Washington.

About 29 other states have programs similar to the one in Texas, and all of them except Texas are continuing to participate in their programs with federal support, Mann said.

Perry, who slammed the federal government constantly during his short-lived bid for the Republican presidential nomination, has directed state health officials to find the funding to keep the program going from other parts of the budget, but he has promised not to raise revenues to cover the costs.

Planned Parenthood issued a statement criticizing the actions taken by Perry and the Texas Legislature.

"Perry's comments to the right-wing political group Empower Texans that he would take the funding from the already devastated Health and Human Services budget show just how insincere his claims are that he will continue to protect this program for the women and families in our state that rely on it," the statement said.

The law is part of a long-running campaign by conservatives in the Texas Legislature to shut down abortion providers by imposing strenuous regulations and cutting off state and federal funds for their non-abortion services. Perry and Republican state lawmakers specifically don't want Planned Parenthood clinics, which treat 40 percent of the program's patients, to get any state funding, even when that money is not spent on abortions.

"It is the height of political posturing for the Obama administration to put the interests of abortion providers and their affiliates, like Planned Parenthood, over the well-being of more than 100,000 low-income Texas women," Perry said in a statement Thursday. "I will not stand by and let this administration abandon these Texas women to advance its political agenda; Texas will fund these services with or without the federal government."

Perry had indicated that state officials were discussing the possibility of losing federal funding for the Women's Health Program for weeks. But asked if state leaders and their federal counterparts had been discussing a compromise prior to Thursday's letter, Mann said, "there hasn't been any negotiations on that, nor could there be."

Mann said the phase-out of federal funding will be gradual so women do not suddenly find themselves without health care. Texas will continue to receive funding for three more months, and if it assumes control of the program during that time, all federal funding would cease. If not, federal support would continue to be decreased over the next six months.

She said an entirely Texas-run program would not be subject to federal guidelines, but that Texas must present a plan to assume control of ? or entirely phase-out ? the Women's Health Program by April 16, and that the plan must be approved by federal authorities. Until then, Mann said, the state should continue enrolling women into the program to ensure those eligible aren't left without health care coverage.

Perry's spokeswoman Catherine Frazier challenged Mann's contention the state was to blame for ending the standoff.

"It is hypocrisy for CMS to say the state needs to ensure women are not left without health care coverage when they are ones responsible for attempting to end this coverage," she said.

These and other nanotechnologies could be game changers in how we diagnose, monitor and treat cancer, according to Mark Davis, Professor of Chemical Engineering at the California Institute of Technology, and a member of the Experimental Therapeutics Program of the Comprehensive Cancer Center at the City of Hope.

Davis discussed how nanotechnology was revolutionizing the battle against cancer when he gave the Fred Kavli Distinguished Lectureship in Nanoscience at the fall meeting of the Materials Research Society - a lecture that has since become available on the web. Focusing on nanoparticles, Davis said during the lecture, "We're trying to create these nanoscale particles for solid tumors [and] there really is, in my opinion, a very high potential to creat new types of therapies and allow people to have a high quality of life."

Later discussing these advances with three other researchers, Davis elaborated, saying, "What's really exciting to me is the patient evidence that reveal nanoparticles are actually going into tumor cells and releasing their payloads? [We're also] starting to see preliminary evidence that these therapies are having some effects in patients while also giving them a high quality of life."

According to Michael Phelps, Norton Simon Professor, and Chair of Molecular and Medical Pharmacology at the University of California Los Angeles, another promising technology is PET molecular imaging probes, which can rapidly search for cancer throughout all tissues of the body, as well as characterize each cancer lesion it detects within an individual patient. "All cancer treatments are in need of better molecular diagnostics... to better characterize the biology of cancer," said Phelps.

"Nanotechnology is an amazing discovery tool ...giving us a new set of eyes that are opening up a whole new world," said James Heath, Professor of Chemistry at Caltech and a founding Board member of Caltech's Kavli Nanoscience Institute. "All evidence suggests that when you do careful engineering of these nanotechnologies, the benefits are great."

Anna Barker agreed. The Former Deputy Director of the National Cancer Institute (NCI) and current Director of Arizona State University's Transformative Healthcare Networks, she said, "The nanotechnologies that are currently in use in the cancer community are actually making cancer therapies safer. They are uniformly increasing the efficiency, while reducing the toxicity for patients."

The Better Marriage Project, Part I. | Psychology Today

Frustration and irritation may be part of a perfect marriage.

Is a perfect marriage, based on perfect love, one in which both spouses "live happily ever after?"

Not for forthright and funny journalist Elizabeth Weil, author of the newly released marriage-upgrade saga No Cheating, No Dying. And according to a recent marriage study it's not deisrable either!

The subtitle of Weil's engaging and impressively enlightening book sums up her project: "I had a good marriage. Then I tried to make it better." This posting is the first in a series in which I focus on the various paths Elizabeth and her husband Dan took in their quest, the bumps they encountered, and the benefits they gained.

Perfection in fact sounded initially to Weil like a tempting goal. As she writes at the outset of her book, "I assumed that better would look like a Photoshopped version of good: essentially unchanged, unsightly elements gone."

Interestingly, after a year of experimentation with various marriage improvement options meant to insure that their marriage was in healthy condition Weil concluded, "I had a good marriage before I spent a year improving it, and I have a good marriage now." She then adds, "In fact, my marriage is better, truly better. Although not in the ways I'd expected..."

What did their year of marriage betterment change for Elizabeth and Dan, and how did these changes make a difference?

That's what Elizabeth narrates so engagingly in her book. ?

Through their patchwork of marriage therapies and marriage ed courses, Elizabeth, already a happy person, became even happier, with herself and with Dan. ?

In part, movement from wishful thinking to whimsical acceptance was a factor. ?Elements about her husband that she previously would have been delighted to "Photoshop out" began to look to her like part of his charm. ?

In addition, Dan and Elizabeth together became a more effective shared-problem-solving partnership, more skillful especially at talking over tough issues that had been their perpetual sources of disagreement and irritation. ?Like all couples, Dan and Liz sometimes had their differences. ?Dan's displeasure with spending most of their family weekend time lounging at Liz's parents' place was a particularly hot spot in their relationship. ?With their differences resolved, what had been on-going sources of friction no longer created sparks.

Interestingly, a new study by Harvard researchers Cohen, Schulz, Weiss and Waldinger (Journal of Family Psychology, Feb. 27, 2012) confirmed the vital importance of these two factors--a happy wife and strong partnership communication when the husband is feeling upset--in marriage. Two of the study's conclusions were that:

1) The old saying "happy wife, happy wife" seems to be true. Husbands do tend to feel happier with their marriage when they see that their wives are happy.

In fact, as I have observed again and again in my clinical practice, the more positive emotions expressed amongst family members, the more everyone ends up feeling happy. It's kind of a "the rich get richer" phenomenon.

When a wife tells her husband via smiles, verbalized appreciation, agreement with things he says, sexual enjoyment, affection of all types, interest in his life, enjoyment of time and activities with him, etc. that she likes him, he feels happy. He's also likely to return the positive vibes, enhancing her happiness. Meanwhile their children grow happily in the sunshine of parental warmth.

While spouses generally want to be happy, for men seeing that their wife is happy seems to engender a particularly strong sense of marriage satisfaction.

2) For wives, marriage satisfaction is especially strongly enhanced when the husband is upset (!), provided that he opens up and talks in a non-blaming constructive way about his distress (and, I would add, that she has strong listening skills).

Whether his distress comes from a reaction to something his wife has done or from elsewhere, being able to talk in a mutually respectful, open, problem-solving way about the problems leads to a gratifyingly intimate feeling, especially for the wife.

In other words, "perfect" in marriage does not require living-happy-ever-after, but rather being able to talk together effectively about situations that create negative feelings. As I explain in my book From Conflict to Resolution, a couple's ability to partner in the movement from conflict to resolution stimulates profound feelings of well-being.

Some might call it emotional intimacy. Whatever the label, for women especially, being able to talk together about what upsets her spouse most significantly enhances her sense of marital satisfaction. ?What an irony, that a spouse who feels troubled and shares what troubles him brings forth increases in marriage satisfaction for the wife! ?

How do these somewhat surprising research findings pertain to the enhancement of Liz and Dan's marriage?

Happy wife: The marriage therapy components of their year of marriage betterment freed Liz from impediments to relaxed satisfaction with herself, and to being able to enjoy Dan more wholeheartedly. Feeling less critical opens people to being able to enjoy more happiness. Dan as well as Liz herself were happiness beneficiaries of this attitude shift.

Troubled husband who talks about his concerns: The marriage education components of their better marriage project helped both Liz and Dan become more open and effective listeners, and therefore more able to find win-win solutions to their differences.

While people often equate "communication" with talking, for Liz and Dan the key skill-upgrades that made the biggest difference in their marriage were increases in their abilities to listen empathetically to each other's concerns.
